Of course, with Janicel Lubina as the country’s next representative to Miss International, the answer to the question in the title is a resounding ‘Yes!’. This despite the fact that the reigning winner – Valerie Hernandez Matias – is already a brown-skinned beauty from Puerto Rico.
But is that really a factor still? I would like to think that the Japanese organizers have started to slowly open their minds to the possibility of not being swayed by skin color every year.
At any rate, the ravishing Janicel should be able to stamp her beauty and class right from the start. In my opinion, there is already a starting premium in giving her the extra leverage to get a favored status.

The finals of Miss International 2015 will take place on November 5 in the Shinagawa-ku ward of Tokyo.
Rakuten Travel and Philippine Airlines would be a good place to start planning your trip.
You don’t want to miss out on watching Janicel Lubina in person while fighting to capture the country’s 6th Miss International crown, right? 😉
